Para César Nakazaki la prórroga del Decreto de Urgencia 003 relacionado al caso de las empresas brasileras y sus socios peruanos debe manejarse desde tres frentes: político, jurídico y económico. Por lo tanto, debe ser un tema prioritario para las autoridades quienes deben exigir información de Brasil a través de acuerdos de colaboración eficaz e inmunidad.
Nakazaki, indicó que es vital que las empresas constructoras continúen con sus operaciones porque el reto del Perú es mover el aparato económico y hacer que la construcción se convierte en un sector primordial para ello. En ese sentido, señala que si las actividades de las grandes empresas se paralizan vendrán pequeños consorcios que podrían traer más casos de corrupción, además de la ineficiencia y demora en las obras que se encuentran actualmente en desarrollo.
