ES NECESARIA UNA POLÍTICA DE INDULTOS HUMANITARIOS EN FAVOR DE LOS ANCIANOS Y ENFERMOS DE LOS PENALES DEL PERÚ

Además, el abogado César Nakazaki señaló que es necesario el apoyo del Gobierno en materia presupuestal para contribuir con la mejora del sistema de justicia, fortaleciendo la labor del Ministerio Público y el Poder Judicial.

En las cárceles peruanas existen decenas de ancianos y enfermos que se encuentran recluidos en paupérrimas condiciones y que no cuentan con la atención adecuada, una situación que para el abogado César Nakazaki podría solucionarse si desde el Ministerio de Justicia se impulsa una política de indultos humanitarios que permita acabar con penas que en estos casos se han convertido en crueles e inhumanas.
 
“El Ministro de Justicia no estuvo de acuerdo con el proyecto de ley para que se ejecute la pena de ancianos y enfermos en arresto domiciliario, porque en el Perú, la pena privativa de libertad solo se cumple en una cárcel. Hoy debería repensar ese tema”, manifestó el penalista.
 
En este sentido, indicó que el caso del general en situación de retiro, Nicolás Hermoza Ríos, es un claro ejemplo de la necesidad de esta medida, pues las enfermedades que sufre y que le impiden movilizarse dificultan su atención médica. Asimismo, reveló que Hermoza Ríos es cuidado por otro interno que sufre de TBC, dado que el penal de Ancón II solo cuenta con 3 médicos para atender a toda la población penitenciaria.
 
Por otro lado, Nakazaki señaló que es necesario el apoyo del Gobierno en materia presupuestal para que el Ministerio Público y el Poder Judicial puedan cumplir su labor. “Si no hay presupuesto no hay justicia, ni desde la fiscalía para que contrate los equipos de peritos que necesita, ni desde el poder judicial para desarrollar juicios costosos”, afirmó.
