César Nakazaki indicó que las leyes han sido diseñadas para buscar penas justas que certifiquen la seguridad de los sentenciados. En ese sentido, añadió que ninguna persona debe morir tras las rejas porque eso convierte cualquier pena en un acto inhumano.
Por lo tanto, el jurista anunció que iniciará un campaña para obtener el indulto humanitario del exgeneral Nicolás Hermoza Ríos, sentenciado a 22 años de prisión por una serie de delitos, de los cuales ha cumplido 17. En la actualidad tiene 83 años, y se encuentra en un lamentable estado físico. Solo depende de su consciencia, pues su condición es lamentable.
Asimismo, señaló que luchará para que el indulto humanitario sea contemplado para todas aquellas personas que se encuentren en la cárcel en condiciones lamentables y que no se aseguren sus derechos.
