Declaración de Zeid Ra'ad Al Hussein sobre indulto de Fujimori no es una opinión oficial de la ONU
El abogado César Nakazaki reflexiona sobre la recomendación de Zeid Ra'ad Al Hussein, respecto a que el perdón de pena a favor del expresidente Alberto Fujimori, debe contar la opinión médica de expertos internacionales, como condición previa.
En ese sentido, desde el ángulo jurídico, el magistrado señala que un indulto humanitario responde a la evidencia médica y a la edad. Esta primera debe producirse, inicialmente, en el ámbito del país porque en materia de Derecho Internacional, se respeta el principio de soberanía de los Estados y la no injerencia en asuntos internos, salvo que se justifique excepcionalmente.
Asimismo, el penalista asegura que la declaración de Zeid Ra'ad Al Hussein no puede ser considerada como una opinión oficial de la ONU, y le recuerda que Fujimori no está condenado por crímenes de lesa humanidad.
